When to Submit an APHIS Core Message Set, by Entry Type, in ACE
On September 28, 2020, APHIS published a Federal Register notice that it will delay full implementation of the APHIS Core Message Set in the Automated Commercial Environment (ACE) until January 25, 2021. Prior to January 25, 2021, filing an APHIS Core message set will continue to be optional. After January 25, 2020, filers will have to submit an APHIS Core message set when they receive a flag in ACE to complete their entry. The table below lists the U.S. Customs and Border Protection (CBP) entry types for which APHIS Core message set flags will be enforced and those that are exempt.
Although filing an APHIS Core message set will be optional until January 25, 2020, APHIS strongly encourages filers to submit APHIS Core message sets during the transition period. Filers who need help completing an APHIS Core Message Set should send an email to ace.itds@usda.gov.

Entry Type 61 – Immediate Transportation (IT)
Entry type 61 is used for in-bond movement of cargo from the port of arrival to another U.S. port. Although ACE does not currently allow message set flagging of this entry type, APHIS requires importers and brokers to submit APHIS Core-required information for these shipments at the first U.S. port of arrival. Importers and brokers who are not filing electronic entries (other than in-bonds) in ACE may submit paper documents at the first U.S. port of arrival. Importers and brokers filing electronically in ACE should submit an APHIS Core message set when they submit their final entry type. Failure to submit the message set with the final entry type will result in paper clearance of the cargo at the first U.S. port of arrival and flagging of APHIS Core message set at the in-bond port of entry, duplicating work.

These entry types/commodities will not require the filing of an APHIS Core message set. Please continue to provide admissibility information through your current process with CBP Agriculture or APHIS Veterinary Services (for live animals) at the first port of arrival (paper, document imaging system, etc.).
